Abstract
In recent years many pioneer approaches have taken shape to change traditional urban planning and design instruments and to create more sustainable environments. One of these approaches is water Sensitive urban planning and design. This study aims to investigate how and to what extent water sensitive urban planning and design principles are adopted in planning documents of successful countries in water sensitive policy making and practice. For this purpose, California state in the United States of America and Western Australia in Australia are selected. This article is based on a comparative case study research. About 800 planning and water management documents in The United States of America and Australia were examined and 28 documents were selected. These documents were analyzed with a qualitative content analysis method. Then a comparative analysis of water sensitive related policies was done at national and state levels and in six components of the conceptual framework. The United States and Australia have very similar planning systems. Unlike Australia, however, WSUD or ‘Low Impact Development’ (LID) as its commonly referred to in the US, is primarily promoted at the federal level. The dominant approach in USA is central influence on the policy making of WSUD, with the promotion of economically focused managerial policies limiting the impact of aesthetics and ecological components. When in case of Australia, there is no consistent national policy framework that apply to WSUD; and most of relevant policies are developed at the state level,.
