Land use as the core of urban planning provides services and facilities based on citizens’ social needs. This is realized based on efficient use of space, proper deployment of activities through the city, and justly distribution of urban services. Having less economic value than other market-based land-uses, they aim at improving the quality of housing and try to meet the needs of citizens. However, the quality of life in cities declines by population growth, public service reduction, and environmental changes. In this regard, the lucrative view of investors and power holders about land-use changes have caused unjust and unreasonable consequences of the implementation of urban plans undermining equitable access to public utilities. The purpose of this study is to evaluate the effects of land-use changes on accessibility to public utilities over a 5-years period (2013-2017) in District 1 of Tehran. In this paper, documentary and content analysis methods are used to categorize the content of the texts. Then, acts legitimized by the commission in charge over the past five years are compared using quantitative methods. The results illustrate devastating and irreparable effects of widespread land-use changes in the study area during this period that lead to the population increase beyond the anticipated boundaries of outlying documents, debilitating accessibility to urban public services and spaces. The unexpected population increase and investors’ growing willingness to convert lands into residential and commercial towers with substantial profitability lead to unequally distribution of urban services at the regional level. As a result, they exacerbate the per capita shortage of green, educational, health, and sports land-uses in this district.
